PayPal - immediate payments.

If a customer pays with PayPal but does not use the express checkout but used the PayPal drop down on the credit card page, the PayPal transaction is processed immediately. I do not know why this is happening and I want to stop it. If the customer uses express checkout then payment is not processed until the sales order is billed.

Is there a setting to fix this problem?
