Paypal Merchant: Sales Order payments not going through

I've set up Paypal Express Checkout. We'd like to use PayPal as the merchant processor for B2B orders.

I then ran two orders to test this out, per below.

Order 1
- Created Sales Order, selected PayPal account.
- Billed Sales Order. NS created Cash Sale with status = Not Deposited

Order 2
- Created Sales Order with payment method = AMEX credit card. Also checked "Get Authorization".
- Billed Sales Order. NS created Cash Sale with status = Unapproved Payment

It's been hours and there has been no activity on the Merchant PayPal account, or AMEX account (nothing was charged).

Would appreciate your help on where to troubleshoot/look - if the account is not set up properly, or if I'm processing the orders incorrectly.
