Paypal checkout

We  have been having trouble with our checkout for the last few days.  After a few customer emails.  it seems that paypal will require  you to log in before it will show your shopping cart before your checkout.  previously when you click on the checkout button with paypal it would hook to paypal and you  would be shown  what is in your cart on the paypal page as well as request to log in.

Has this changed with an  update ?
