How to bill time to a generic resource

Since generic resources cannot complete a timesheet how can this be done?</span></p> <p class="MsoNormal"><span style="font-size: 10pt; font-family: Arial;"> </span></p> <p class="MsoNormal"><span style="font-size: 10pt; font-family: Arial; color: black;">Generic resources are used primarily in the Resources module and Projects module.
