permissions and saved searches

Hi all... I have a saved search that lists Tax Groups along with their zip codes. I need to access this saved search list from PHPToolKit. I have given the Web Services role every permission that I can think would be involved and I have made the saved search public. When I attempt to access the saved search from the PHP script, I get the error that the saved search with this internal ID does not exist. Any Ideas what I might be doing wrong?
