How to optionally not require CSC/CVV2

Using SOAP webservices is there a way to optionally check for valid CVV2 when authorizing the credit card on a sales order?  As of now, I only know of a way to always check CVV2 for all orders, or never check CVV2 for all orders.  I'd like a way to programmatically decide.  This is useful, for instance, for not requiring customers to enter a CVV2 when they change their billing address on pre-order sales, when they don't change their actual credit card information.  It would be nice to re-auth the card to check for AVS to make sure they haven't
