Why loading customer records with CustomerSearchBasic is super slow?

We're trying to load list of customer records using a CustomerSearchBasic SOAP request, but in particular case we're getting response about 10x slower - usually getting page of 200 customers takes around 80-120 seconds, but now it takes ~600-1000 seconds. I've added the exact SOAP message bellow.
Is there any maintenance or optimization tasks we can do in particular Netsuite account? How can this happen if all accounts are hosted on Netsuite servers that some of them are that much slower that other?
