How to retrieve a list of resources that can be used in a project

Is there a way to retrieve a list of all the resources?  I'd like both employees and vendors that are marked as project resources, also a list of generic resources.  I don't care if I have to make three separate calls, but I'd like to create this list via a SOAP call.
