Error when updating a sublist apply

I'm seeing this error when trying to add an apply:

Unable to find a matching line for sublist apply with key: [doc,line] and value: [5489377,1].



The doc number is the internal ID of a transaction object and the line # seems to correspond to a line number of that transaction.

What am I doing wrong?
