Invalid login attempt when using Token-based Authentication

I am having an issue using Token-based authentication when making requests. I have a working implementation that uses User Credentials with an App Id, but I cannot get my soap client to authenticate when using TBA. I have gone through my implementation, and I think that it is fine. If I use the PHP toolkit to attempt to make the request I am getting the same issue. I've been assured that the keys and secrets that I have are the correct and valid, but I don't have a way to validate that directly (only have access to a client's sandbox
