Permission Violation: You need the 'Lists -> Items always being thrown fetching Vendor Bills

I am trying to get vendor bills by id through a web service integration. I have tokens enabled for my integration user and have an assigned web service role as well. Upon fetching vendor bills for some dates, I receive a "Permission Violation: You need the 'Lists -> Items' permission to access this page. Please contact your account administrator" error message for some of the days. I have set the "Lists" -> "Items" permission and saved it to the aforementioned web services role, but I still get this message while fetching data. Is there another permission I need or am
