Item Price Levels

I'd like to write a script that triggers on a user event and modifies the base price for an item in each currency under the pricing tab.
My problem is that I can't find a way to get and set a price level (inc. the base price value).
As an example, let's say we have a Non-Inventory Item, with two currencies USD and GBP. One base price for each currency and two additional price levels; 10% and 20%:
GBP Base price: £100
(1) Online rate (10% discount): £90
(2) Membership rate (20% discount): £80
USD Base price: $100
(1) Online rate (10% discount): $90
(2) Membership rate (20% discount): $80
I have the record internal id, now how do I get the USD base price?
