Customizing the 'New Budget' Form

Hi,

We are trying to create a new custom form similar to 'New Budget' screen (
https://system.netsuite.com/app/accounting/transactions/budgets.nl )

We tried creating the form using SuiteBuilder, however no luck. Could you please help us understand the ways to create a similar form.
