Duplicate fragment child error in SDF 2018.1

Working with a custom form in SDF (Eclipse IDE) with a custom form and I am getting an error "Duplicate fragment child." on the buttons at the bottom of the form XML. I've double checked the tagging and all seems good (opening and closing tags, tags are in the right hierarchy, etc.) I've Googled the error and found zero. Any ideas what that might be from and how to fix it?
