problem in activating web services

Hi all,
I am veyr new to suitetalk. I have very basic problem.

My status is I have community account with netsuite
I am trying to connect to webservices with sample code.

But, I am stuck in first stage only. The documentation says:
Enabling the Web Services Feature
The Web services feature must be enabled prior to submitting Web services requests.
To enable the Web services feature:
1. As administrator, click Setup > Company > Enable Features.
2. In the General tab, enable Web Services.
3. Click Save.

But I do know, where I should log in and do above thing.

Plus, where is the location of netsuite UI application. As in sample application they have mentioned that to get accountID, one may need to login to netsuite UI.
