Reports Center Tabs

Can anyone explain to me why I can change the default centers for every center tab (activites, transactions, etc)  EXCEPT Reports.

We currently use alternate sales values and most of the default reports are useless to us. 

My goal was to build a new custom center tab for reports and then change the default reports tap from classic center to a nonused center.

However I can change the center type for the reports and when I choose to "Set Up Custom Tab" within the reports center, it creates a duplicate reports center tab.

Please help.
