Tax Item and Tax Rate with Finance Charges

[ATTACH=CONFIG]n356445[/ATTACH] Why is that Tax Rate and Tax Item are disabled in the Finance Charge Form?

When I go to customize form > screen fields > items > I am not able to select those boxes?

Is it not allowed on this form? Is it a permission or preference issue? Is there a work around beside using the invoice form for finance charges?
