Copying an older requisition but using workflow to change form to the new version

We have a lot of requisitions in older form. When someone copies an old rec we need it to update to the new form.

I tried doing it in a workflow on  -create, but it seems to just cycle the form continually.  I cannot tell what it is doing.

Any ideas?
