How to Release Hold on a Bill after the Period is Closed

If a user with the Accounting Manager role places a Bill on Hold (for a dispute or discrepancy) then they have the permissions to Edit the Bill at a later date to release this from Hold.
However, if the period is closed, then the Edit permissions are revoked and only an Administrator can release the Bill from Hold.

Is there any way to grant a Role permissions to override Period Close for only certain elements / fields?

Or is there a better way to resolve this?
