How do I access the PeopleSoft REST API?

Hello,

I have an sandbox with Oracle PeopleSoft and I can make a Purchase Requisition. I want to get this Purchase Requisition from the API. How can I do that?

I have read I need PeopleTools but I don't know where that is.
