Sales Orders that have a different Item Rate than the Customer's Item Pricing Unit Price

I am trying to create a saved search that shows items on a Sales Order that have a different Item Rate than the Customer's Item Pricing Unit Price. This particular customer has 10 items listed under "Item Pricing" (Custom Price Level)
I tried using a formula suggested in Suite Answers (shown below). When this formula runs it returns results where the Item & Pricing Item do not match, I have tried Value = 1 & 0 and receive the same result. (** SHOW DISPLAY NAME WITH ITEM CODES preference is checked in Company > General Preferences)
