Import addresses: Please edit this file to eliminate rows with duplicate key column values

I try to import 50 addresses into 1 customer. The instructions say to make a key CSV file.



So, if customer internal ID = 123

I've tried key file with one line like...

Internal ID

123


Then it imports just one of the 50 addresses!

So, then I also tried it with a key file with 50 lines of internal ID like...

Internal ID

123

123

123

123

123

123

etc


Then I get and error that says "Please edit this file to eliminate rows with duplicate key column values"


any ideas?
