NSC | Why does some Items in Sales Order for US Taxable Customer defaulting to -Non Taxable-?

There are instances where in some items in sales transactions from Customers with a default shipping address located in the United States defaults to -Non-Taxable- even though there are Tax Codes already imported for the state via Use Sales Tax Table.

It is important to check the Tax Schedule of the Item, to check whether the item is taxable in a particular State. 

Scenario:

A customer is created with a default shipping address located in 32808 Orlando, Florida and the Taxable checkbox is marked to True:

Created a draft Sales Order with two items (Charge per line taxes on Transactions is set to True), however, one of the item's tax code was set to -Non Taxable-
