What is best way to identify you can reduce the number of suitecloud licenses ?

We have 3 SC+ licenses and system shows the 2 SC+ has been utilized and it seems all the integration are running smoothy and occasionally it hit the peak.

Is it enough information to cancel the additional SC we have ?
