Unable to fulfil non-inventory item for sale

Hi,

We have a non inventory item for sale. It has a tick against "can be fulfilled" under Preferences tab.

However when we create an item fulfilment, this item is shown in the list but can not be selected for fuflillment. So we are unable to fulfil it.

Any clue?
