Customer Portal Custom Record shows records for all Customers

I have a custom record linked to the Customer table.

When viewing the tab under the Customer record that has the custom record, it is filtered to only records for that customer.

When I view the custom record in the Customer Portal it shows all records.

I see an article that's a couple years old, has this not been fixed?
