NSC | Shipping Method State Restrictions Not Enforced on Sales Orders

Scenario:
The user configured Shipping Items with Country and State restrictions, such as limiting a shipping method to Alaska and Hawaii only. However, when creating Sales Orders, users were still able to select the restricted shipping method for addresses outside the allowed states, such as New York.

Solution:
Native Shipping Item state restrictions may not always prevent users from manually selecting restricted shipping methods on transactions. A common workaround is to use a custom field combined with workflow validation logic.

Recommended approach:

1. Create a custom list field for selectable shipping methods.
2. Display the custom field on the Sales Order instead of the native Shipping Method field.
