Ship Central Preferences

Hi all.

I am attempting to a custom shipment reference within Ship Central Preferences. I am allowed to edit the Shipment Reference, but if I attempt to create a new/custom shipment reference, the pop up window gives me the error that I do not have permission in my current role to add records. Does anyone know what is the record that is being created? I have Administrator role but I cannot access the Ship Central Preferences unless I am in the Ship Central Manager role. Let me know if there is a special permission I need to grant
