Request-URI Too Large page error

Here's a weird error.  Order came via web site, with credit card.
Opened order, fulfilled, submit, process credit and instead of the sales receipt screen coming up, I got this:

Request-URI Too Large
The requested URL's length exceeds the capacity limit for this server.
request failed: URI too long
