Promotion Code issues

Is anyone else having issues with promotion codes?

We are using web services and create an estimate.  update it with a promotion code and get the estimate back.  We see the discount applied to the estimate.

Then if we initialize the estimate to a sales order and save the sales order we are getting 1 of 3 things happening:

1)  We get an error message of:  USER_ERROR Non-zero, non-posting discounts/markups must be applied to a non-zero total.

[this only occurs when the order has an assembly item and service items where the service items are not applied to the promotion code]
