web services performance

I've noticed, while testing/developing, that the first web services request in the morning can take an extremely long time to complete - 30, 40 or even 60 seconds.  We have a verifiably fast internet connection.

I just tried now and 5 times in a row I got a 30-second delay.  What is there to know about web services performance?  Is it going to be possible to build something usable with this?
