Cybersource Enhancement - Bill Me Later, PayPal, bank transfers, direct debit

Cybersource has been a very good credit card processor ... after the initial bugs were worked out. For those that don't use Cybersource, it has several advantages. 1. It uses NS reference numbers for all transactions. That make is so much easier to look at their statements or to check if a particular sales order was run through Cybersource. They are also one of the only CC processors that have both the payment gateway and merchant bank services all in one company.
So, what is enhancement 106421 ???
NS has only done a partial integration with Cybersource. They allow us to use their wonderful credit card processing, but we would also like to use the Cybersource PayPal and e-check payment interface.
