An error occurred during file validation. Details: Resource files can only be uploaded into the /Sui

I am getting this error when I try to upload a sutescript customization project from Eclipse to NetSuite.  This is the same project I have been uploading. There are only two suitescript files.

2019.2 seemed to change some things

What would cause this error?
