custom role can't see saved search result

I have a saved search which is public, but some employees can't see the result list.

The saved search is saved transaction (PO) searches, which has 98 results. The saved search owner has administrator role.

I checked the role, it does have FULL for purchase order permission, also FULL for publish search permission.

What's the reason that some roles can't see public saved search results? Thank you for your help in advance.
