Average Cost on Invoice shows 0.00

I am looking at a report of customer sales this year vs last year. The GP seems high on some. I start digging into the report and noticed that there are lines where the Est. GP is 100%. So then I start looking at the item and the average cost in the header level is not populated, but the avg cost shows on the locations. Why would this not populate correctly?

I need to show the true cost in the report so we can see the GP by customer this year vs last year. Thanks for the help!
