Employee Center Publishing Permission

For this Permission what is the feature that needs to be enabled for "Employee Center Publishing Permission"

I would like to deploy the same Employee Center dashboard for all users of a particular Employee Center role. This Suite Answer looks promising https://netsuite.custhelp.com/app/answers/detail/a_id/70197.

It says I need to enable 'something' but I cannot see what is needed. Setup > Enable Features > Emplyees looks to be the place but no options can be found.

What do I need for "Employee Center Publishing Permission"?
