My custom transaction line field will not allow my additional users to add new records

I have set up a custom list/record type with stored value and applied to Sale items. Default access level is set to Edit; Default level for search reporting is set to Edit and I have specified the user roles with Edit access and Edit rearch/reporting. As administrator I can add to this custom field on my sales orders but my additional users can only select from the list and not add. Any words of wisdom to correct what I may have set up incorrectly?
