Issuing Debit Memos in NetSuite...

I have a client that is able to issue credit memos via the "Issue Credit Memos" task in Netsuite. However they don't have a "Issue Debit Memo" feature.
Is there a way to get/configure a "issue debit memo" working in Netsuite? They don't want to issue debit memos via journal entries.
They issue credit memos when a customer has a chargeback, damages, price adjustments, shortages etc. Credits also adjust inventory if it's returned to stock, or does not affect inventory if it's damaged or a discount to be issued.
Now with debit memos they can issue a new invoice for any extra charges, but there are cases where they want to issue a debit memo, if a customer receives an extra item on a specific PO, or there are late fees that need to be added or price adjustments. The customer also uses this function to reverse any credit memos in Netsuite and try not to delete any transactions that have been posted.
