Unable to edit time-based charge rules

Hello, why is it that some of my charge-based rules cannot be edited but others can? Our agreement with the customer has been extended and I need to update the capped hours.

I did go into the Charge Run history tab and deleted the Ready charges but that did not help. There is still no Edit button.
