Sales Order Fee's

Hello,


I am trying to find the best solution to apply order fees. Today I am using a non inventory item for sale, set to auto fulfill. The problem with this is it immediately show's in the orders to bill queue for accounting even though no item fulfillment has been placed.


I don't want the warehouse to have to manually pick order fees. How can I apply order fee's when an order ships without the warehouse having to pick it?
