Project Time Tracking Prevent Too much time

We have customers who purchase blocks of hours of our services time and the projects that are set up for this need to have a hard stop on the amount of time that can be logged on it. Has anyone ever done anything like this before? I tried to see if I could use a workflow to populate the planned time and the actual time on the time sheet for a Project task, but have not been successful. I need a way to prevent users from entering more than the planned time.
