SuiteApp Deduction and Chargeback Management requires OneWorld???

I just tried to install the Deduction and Chargeback SuiteApp and it failed with an error:

"Validation Failed: Validation of account settings failed. An error occurred during account settings validation. Details: To install this SuiteCloud project, the SUBSIDIARIES(Subsidiaries) feature must be enabled in the account."

Is this only available to OneWorld accounts?
