How to set up VAT code under UK for France/Reunion Island

We're having an issue where our online sales orders from customers based in France are attracting a VAT code from Reunion Island and we can't work out why. Does anybody know how the Reunion Island and France VAT codes should be set up in NetSuite to ensure the correct code is applied to orders?
