Why User Event Not triggered for email context?

Hi, I am trying to execute beforeLoad of user event on print and email context. It is getting triggered only for print but while email I see that script is not triggered. When does context.UserEventType.EMAIL come in to picture? can anyone throw some light on this? Thanks.
