Bundle vs SuiteApp role permissions update

Hi I notice a slight behavior difference when we upgrade bundle vs SuiteApp: When we upgrade a bundle, the permissions of the role got copied over, i.e. if a permission in the target account does not exist on the role included in the bundle, it will get removed. But for SuiteApp, the extra permissions are kept. Is this an expected behavior ? If it is do we have any documentation for it ? Thanks!
