Sandbox Refresh - Actual Snapshot Date/Time

When requesting a sandbox refresh (from prod), the "Snapshot Date" shown is always very consistently 2 hours prior to the date/time the refresh was requested plus a few seconds. For example, a refresh request at 6:00:15PM will show a Snapshot Date of 4:00:19PM.

Can this Snapshot Date be trusted?

I have added files to prod File Cabinet a minute before requesting refresh, and the newest files do make it to the sandbox as a part of the refresh. This leads me to believe the snapshots are being created at the time of refresh request and the Snapshot Date/Time shown is unreliable. Regardless of the time of day the refresh is requested, the Snapshot Date has always stated 2 hours with a few seconds prior to the refresh request time. It would seem that for this to even be possible, snapshots would need to be taken every few seconds, which
