Bulk update existing manufacturing routing step sequences

We have hundreds of Routings that need the sequence steps changing to be in the correct order. That is say we want to change step 100 to step 300 an hundreds of routings. I created a CSV import. Set that to update not add. But it added step 300 and left step 100. I don't see a way to identify a specific step and update it?
