Is it possible to turn off the Invoice Summary feature in Japan Localization?

In Japan Localization Setup tab, the LOCATION field of Invoice Summary is required for subsidiary records, so when I try to edit a subsidiary record, I cannot do so without specifying the location.

However, since we do not manage inventory, we do not register Location.
