Unable to change reseller on a transaction

Hi everyone,

I have an opportunity, bill to customer is a value located in US, now I want to select the reseller to value located in Canada and then I receive these pop-up errors:

Error 1: This shipping address change is not allowed for existing transactions because this shipping address requires a new tax form.

Error 2: The bill to customer you have selected is based in a nexus for which you are required to charge a different kind of tax. Click OK to change the form to one that is applicable for that Nexus.

Please show me how to deal with these situations? (I'm under admin role)
