Completed Smart Count is not unblocking bins

We are testing bin blocking in Sandbox. We have allowed pickers to block a bin on the app, and when they do so this creates a Smart Count as expected. However when we complete and approve the Smart Count it does not unblock the bin automatically as expected. Any ideas why this would be?
